NPC: An underwater weed
Long Desc: A voracious underwater weed waves about in the water.

Myriad barnacles cover this plant's tentacles, which wave around calmly
until something comes near, at which time they grapple their target and
strangle it.  It must be well-rooted in a crack in the stonework to be able
to restrain its prey without being pulled away.  This dark murky place is
perfect for this plant, as it needs no sunlight to sustain itself..
It is a strangle weed approximately 5'6" tall.
