NPC: A down-on-his-luck craps dealer
Long Desc: A raggedy-looking dealer from the casino downstairs sits on the street corner.

This craps dealer didn't know his craft very well, made a mistake and that
was that.  He hasn't bathed in a few days, but still has on the uniform he
was wearing when he was fired.  A gleam in his eye indicates that something
is up with him, but it's not clear.  Asking him might unleash a wave of
invective, but it might also be rewarding.  You just never know with these
guys.
He is a human approximately 5'8" tall.
