NPC: A small blizzard
Long Desc: A small blizzard spins and churns violently.

Along the passageway ahead of you is a small swirling blizzard of ice and
mist.  The blizzard is quite small, no larger than a dwarf, and floats
towards the top of the passageway.  It circulates of its own life as it
spins around its center.  The storm sprays ice and snow out, covering
whatever is underneath it in a thin layer of fresh ice and snow.  The
blizzard blows a chilly breeze down the corridor, as the storm moves about,
almost as if it were intelligent, seeking to freeze life out of the dungeon.
It is a mist approximately 50'1" tall.
