NPC: An old drunken fey
Long Desc: A besotted fey leans drunkenly against the bar.

You can tell by the smell that this creature is obviously very drunk.
The red clothing stains and distant, confused look in the eyes only adds to
the image.  Apparently, being in a drunken stupor is a popular way to
eliminate some of the boredom of outpost life.
He is a fey approximately 4'7" tall.
