NPC: A drunk local
Long Desc: A local is here, drinking the night away before working in the morning.

Somewhat drunk, this local probably works in the mine that is nearby.
Obviously wishing to spend the evening not thinking about work, they have
gotten some drinks and some friends in the hopes of warding off the morning,
when most likely, they'll have to work again.
He is a human approximately 5'7" tall.
