NPC: Deputy Lapham
Long Desc: A deputy sits at the desk, his outfit windswept and dusty.

Deputy Lapham wears his star with pride, considering every outlaw
apprehended a good deed to be celebrated and rewarded with an evening at
Madame LeBeul's.  His outfit is the color of dust, a drab tan uniform
covering his ordinary duds, of which only a plaid collar peeks out the top
of his shirt.
It is a human approximately 5'7" tall.
