NPC: A kelpie
Long Desc: A small patch of seaweed floats along inconspicuously.

The kelpie is a magical being that appears to consist of seaweed.  However,
this is mere camoflauge.  The kelpie is actually a very predatory plant that
likes to change its form into that which one would most like to possess
(usually a gorgeous humanoid, or horse) in order to lure its prey within
striking distance.
It is a plant approximately 5'6" tall.
