NPC: Tilvaris the meditating fey
Long Desc: A lithe fey sits in the corner of the garden, meditating.

Wrapped in a loosely fitting green cloak, through which his tattered wings
poke, Tilvaris is one of the Fey lurking around Lasler.  While slightly wary
of their kind - reasonable, considering the bloody war between Fey and Sidhe
- the villagers allow them to stay, on condition that they treat Sidhe as
allies too.  This one seems rather peaceful, meditating in the dark shadow
underneath a bushy tree.  His fangs are strangely blunt, as if they'd been
filed down, which is especially odd for a Fey.  

+++ Tilvaris may be able to summon his friend to teach Fey or Sidhe
players racial skills, should one bring him a crystallized geist essence
from the geists in the cemetary.
He is a fey approximately 4'9" tall.
