NPC: Rais the insane
Long Desc: Rais, leader of the insane marauders is here, painting the walls with his blood.

This elf is a truly foul sight, and it looks like he's trying to make it
worse.  His ears have been torn off, probably in a fit of rage, and his face
is covered in infected cuts and scarred slashes.  He doesn't wear much but a
loincloth and bizarrely, several different chestplates, as if more than one
would make for a better defense rather than an encumbrance in combat.  His
arms are brutishly oversized, thick with muscle and sinew, but his legs are
skinny and pale from blood loss, since he seems to have slashed them open
and is using that very blood to paint the walls red.
He is a elf approximately 4'7" tall.
