NPC: A storm cloud
Long Desc: A large, dark cloud floats ominously through the area.

This localized low-pressure system drifts gloomily through the room,
lowering the temperature around it.  Miniature lightning bolts occasionally
shoot from the cloud to the ground, followed by a small thunderclap.  You
should probably stay away from the storm, since it could still give you
quite a shock despite its size.
It is a mist approximately 50'1" tall.
