NPC: The mercantile facilitator
Long Desc: A sneevly-eyed gnome calculates risk differentials.

There isn't really a mercantile administration, on account of there being no
independent mercantile administration, because the mercantile facilitator
won the election on a technicality once, several years ago, and has been
impossible to dislodge ever since.  The political weakness of Rothchild
combined with the valid criticism lodged by Former Mayor Bonebeard has left
this particular bit of corruption unremedied by vigilantism.
He is a gnome approximately 4'3" tall.
