NPC: Pantha Varo
Long Desc: A tanned, mustachioed man sells excitement from within his overcoat.

Smuggling isn't realllly a crime in Pirate's Cove, except when the Sheriff
needs some pretext for collecting the loose change from whoever's within
reach.  Pantha Varo is an unskilled smuggler but a precocious herbalist,
resulting in a situation where he is forced to sell his magical, life-
changing drugs surreptitiously and more than a little creepily.
He is a halfling approximately 3'11" tall.
