NPC: A cogworks pigeon
Long Desc: A stubby pigeon pecks at the ground here.

It's tempting to search through this bird's feathers for cogs, but the
Gnomes have assured visitors that its name is indicative of its preferred
locale and not that the Gnomes have mechanically modified them.  These birds
fly away if pedestrians get too close, but largely ignore the citizens of
the city in favor of what those citizens have dropped on the ground.
It is a bird approximately 1'5" tall.
