NPC: A mechanical buzzard
Long Desc: A robotic bird is perched here surveying the area.

The origin of this robotic bird is unknown.  They appear around town and
seem to have only one purpose: to observe.  They are never seen feasting on
carrion or interacting with each other or doing any sort of thing a real
buzzard might do, they just fly from place to place and settle in strategic
locations to watch the goings on in the city.
It is a robot approximately 7'0" tall.
