NPC: A gnome citizen
Long Desc: A citizen of the city strolls through the streets.

This citizen of Cogworks City is taking a leisurely walk around town.  Every
few minutes they stop to converse with a fellow citizen, look in a shop
window, or just take a moment to enjoy the view around them.  The citizens
here seem to be at ease despite the constant invasions and the ominous rift
that's appeared above the city.
It is a gnome approximately 4'3" tall.
