NPC: A fey witch
Long Desc: A twisted fey is here casting evil spells.

Hostile and lacking any sort of empathy, this warped fey has mastered the
dark arts and is using that knowledge to inflict suffering in the city.  The
fey are attacking the Sigil Underground, and it is unknown whether this is
under direct orders from their Queen or if this is just a random act of
evil.
It is a fey approximately 4'9" tall.
