Long Desc: The Gnomewatch quartermaster is stationed here.

The Gnomewatch's supply officer camps out in the central command building
waiting for resupply requests.  The central location of this building makes
it the easiest to reach from all areas of Cogworks City, so any Gnomes in
need won't have a difficult time finding their way there when they're in
need.
It is a gnome approximately 4'2" tall.
