NPC: The captain of the Gnomewatch
Long Desc: The captain of the city guard is looking out for danger.

The Gnomewatch serve as peacekeepers in the city and stand watch over all
sectors of it.  The city guard is one of the few functions of their society
that the Gnomes have not yet automated with robots.  Being selected to serve
in the Gnomewatch is considered an honor, and only the most upstanding
citizens have a chance of achieving such a prestigious rank as captain.
He is a human approximately 5'8" tall.
