Long Desc: An insane fey is babbling and randomly attacking citizens here.

Driven mad by over-consuming tainted blood, this fey is in a state of crazed
bloodthirst.  It has lost the higher functions of its brain, but it is still
incredibly dangerous because its thirst for blood is now unquenchable.  It
would be best to put this beast out of its misery.
It is a fey approximately 4'8" tall.
