NPC: A patron of the arts
Long Desc: A stoic gnome wanders through the tower admiring the displays.

This Gnome is taking a leisurely stroll through the tower while absorbing
all the knowledge it has to offer.  Every painting is stared at for many
minutes and every corner of the models and statues are closely examined.  If
there is any subtle detail the artist intended to convey, it is certain this
patrol will notice it.
It is a gnome approximately 4'2" tall.
