NPC: The Horseless Headsman
Long Desc: A squat little huaka stands here before a horseless carriage.

A squat little huaka stands proudly before the horseless carriage, his skin
the color of sun-dappled pond water.  Eyes wide with perpetual enthusiasm,
he wears a too-small vest covered in stitched-on merit badges, most of them
suspiciously hay-themed.  A crooked cap hangs from his head, adorned with
feathers, buttons, and chewed ticket stubs.  When he isnt wrangling
passengers, he lovingly pats the side of the carriage and mutters
encouragement, insisting it gets nervous before corners.
He is a huaka approximately 2'2" tall.
