NPC: Jenesee, the Avros Social Services Field Representative
Long Desc: A misplaced fan of Perlin Noise stirs impatiently behind her desk.

This short blond girl is obviously a fan of Perlin Noise, from the
irreverent smirk on her lips to the defiant tilt of her asymmetrical mohawk.
Officially a field representative for Avros Social Services, Jenesee is more
like a blunt instrument of civic responsibility wrapped in fishnet and
defiance.  She sports a pierced eyebrow, a charm bracelet made of repurposed
bureaucratic sigils, and combat boots.  She takes notes in magenta ink,
files reports in haiku, and speaks with the impatient rhythm of someone who
already knows what needs to be done and wishes you'd get on with it.
It is a human approximately 5'9" tall.
