NPC: A gnome explorer
Long Desc: A gnome with a backpack stuffed to the brim with supplies is here.

This Gnome is an explorer sent to Hellbent Mountain all the way from
Cogworks City in the Sigil Underground.  He is certainly well-supplied, and
is willing to sell potions of levitation to any adventurer who may be having
trouble getting down from the mountain.
He is a gnome approximately 4'2" tall.
