NPC: A member of the Merfolk Expressway cartel
Long Desc: A merman sits in a kiddie pool, barely staying conscious.

He isn't a bureaucrat, as the artisans who created the Merfolk Expressway
all became members of a cooperative association, but he is bored enough to
be one.  A shallow pool provides him comfort, at least until his group can
complete construction of an extension into the underground reservoir located
off of Yew.
He is a merfolk approximately 5'5" tall.
