Long Desc: An ancient sea elf totters about in a full tuxedo, maintaining the mayor's household.

What he lacks in enthusiasm, he makes up for in dutifulness.  Likely
consigned to a life of harsh servitude by his sahuagin masters, begrudging
obedience may have been his best chance for survival.  Few sea elves live to
see the faces of their assailants, much less survive capture and slavery.  A
lifetime of scars belie the inhumanity of those who have imprisoned him
here, and although few freefolk would describe it as a life at all, he may
actually die of old age here.
He is a elf approximately 4'7" tall.
