NPC: Inspection Master Onels
Long Desc: Inspection Master Onels is here, checking the quality of an ingot.

Inspection Master Onels wanders about from table to table, doing a quick
inspection of the stacked ingots or diamonds.  Frequently, he takes out a
magnifying glass from the pocket of the jacket he is wearing, performing
closer analysis before replacing the magnifying glass into his jacket
pocket.  His brow is furrowed as if something is troubling him.
He is a goblin approximately 3'7" tall.
