NPC: A goblin wizard
Long Desc: A robed goblin is here casting destructive spells.

Goblins usually lack the patience to learn advanced spellcasting techniques,
but some are able to power through their studies by thinking of the
destruction they'll be able to cause with such powerful spells at their
disposal.  Wizardly magic is very dangerous in the hands of a goblin, as
they lack the restraint to use their spells responsibly.
It is a goblin approximately 3'7" tall.
