NPC: An officer
Long Desc: One of the Queen's chief military officers is contemplating strategies here.

You can tell that this is a high-ranking official in the Fey military by
the outlandish uniform he is wearing.  He stands next to a table covered
with tiny figures, obviously used for battle simulations.  As you approach,
you notice that he is making battle noises while moving the figures around.
Suddenly, he notices your presence and stands up, embarassed.
He is a fey approximately 4'7" tall.
