This quest is called 'Prison!', for Adventurers levels 220 to 241.
Description of Prison!:
You would think by now that the prisons of the realm would be up to
scratch. We our negotiations with the various lords of the towns of the
realm are progressing very well and their prisons are bring improved by
leaps and bounds. Still though we have some places that really need to be
looked at as their prisons are said to still be hold-overs from ages where
sanitation was only a wild idea. Personally, I think that the orcs may have
the right idea about slavery, though I would never tell the general populous
that, I fear it would be detrimental to my popularity ratings. If you could
have a look around the realm for me, and check out the various prisons it
would be helpful so that we can determine which areas need to focused upon
as we seek to improve prisons across Alyria.. I have a council meeting
coming up and I need as much information as possible for it.

to 73 quest points, 8 practice points, 50000 experience points, and 15000 gold pieces.

Prison! consists of:
Phase 1: Journey to A Cramped Prison Cell.
This is underneath Glamdrung, King of the Trolls. CPK — Drahylin
Phase 2: Journey to New Rigel Reformatory.
In New Rigel. From Town Square, go all west, 3S, E — Killerbeez
Phase 3: Journey to Prison Entrance.
In Lowangen. From the recall fountain on Keep and Langlor, go 4E, 6N, E — Killerbeez
Phase 4: Journey to Prison Hallway.
In Xaventry Town Hall. shortly before the turn for Undya, go west, and then down — Drahylin
Phase 5: Visit An elf captive.
In Dungeon Wroth, in the cells on the first floor — Drahylin
