This quest is called 'Old As Me!', for Adventurers levels

59.
Description of Old As Me!:
I have received many reports from people that said they did not believe
the sewers were safe from falling down on them and instead of risking it,
they just stayed away from the Library altogether. I have decided that the
sewers are, indeed, overdue for an upgrade. However, this will not be
cheap. I estimate it to cost somewhere around five hundred thousand gold
pieces. We could cut the cost slightly, though, if we were to use our own
builders. That is why I want you to search Sigil for any volunteers that
would like to help with the upgrading of the sewers. Also, visit the bank
to withdraw the money from my account for the sewers before returning to me
and a generous reward. May the Powers guide and protect you!

Old As Me! consists of:
Phase 2: Visit
Alioth Flint.
Alioth Flint is in the Library of Ilandrama in Sigil. Go down, into the sewer, all south, then up. Get past Kalied by either killing him or answering his riddle, then got south a few rooms to Alioth. —

Phase 3: Visit
Chalmes.
Chalmes is in the Illandrama library in Sigil (along with the others for this quest). He is located in the main section of the library around the reading room. —
