This quest [1797] is called 'Good Old Kolvir',

Tales are told of a great city to the southwest of Rune. A place where
anarchy is rule and the citizens are living in total chaos. I would like
you to seek out this place, and make sure that all is well within this town.
It is a grave task to do so, for those tales also told of a world where
there is no rule, where mercenaries roam to steal all of your hard earned
items. Step lightly, young one!
