This quest is called 'Got A Match?', for Adventurers levels 60 to 250.
Description of Got A Match?:
I am glad you have come to me today. I have need of a thief. I was placing
a rather large wager on a horse. I had inside information but was hustled
by one of the trainers. I want you to send a message to them by starting a
fire in the stables in Rune Castle. Before doing this research a useful
skill. You can use a lighted fuel source to set your opponent on fire by
STRIKING A MATCH. Visit a Vagrant Prestidigitator in the Gypsy Village
in the Sigilian Underground for training. Then pick up some supplies. Buy
a couple large torches from the general store. The large ones are perfect
for starting fires, but you will need a bigger fuel source. Some oil should
do nicely. Finally, travel to the stables and start the fire using the oil
and torch. If you encounter anyone along the way, put the training you just
got to use. Remember, striking a lit object will burn it up completely to
do damage. Remember to not burn up all your torches before you set the
fire.

can turn in the incomplete quest at no penalty.
