The ruler of New Rigel, Lord Vashir, is a tall and stately elf.  His
clothing is well-tailored yet dignified, and he smiles warmly as you enter
the room.  While his leadership position is hereditary, the family has a
long reputation of fairness toward their subjects.  Under Lord Vashir's
reign, New Rigel has grown into one of Sepharia's most important trading
centers.
