This quest is called 'Forced To Act!',
for Adventurers levels 121 to 180.
Lord Agrippa [Runic Castle] is the master in charge of this quest.
Due to the rising abundance of deaths and injuries of Rune citizens
venturing into New Rigel, I have been forced to take action. I need you to
visit Lord Vashir and let him know I insist he put up signs alerting the
citizens of the dangers lurking about. You must also take with you a Rune
guard to help you put an end to these evil beasts' reign. Return back to me
for a reward well worth the effort! May the Powers guide and protect you!

Phase 2: Visit Lord Vashir.
Phase 3: Defeat A giant hawk.
Phase 4: Defeat A ferocious piranha.
