This quest is called 'Summer Funk', for Adventurers levels 140 to 241.
Description of Summer Funk:
My WORD! This heat and all this work has made you quite offensive to even
the most dull of senses!! I demand that you halt all activity at once until
you bathe yourself. Travel to the Emperor's Crossroads and use their
facilities while there. Visit the common room after your refreshing bath
and fill your stomach with a fortifying meal. Before returning to me for
more adventures, check in with the druid healer in the recovery room in the
temple. I do not want you coming back smelling like you do now. It's
TERRIBLE!!
