This quest is called 'Dark Secrets', for Adventurers levels

Description of Dark Secrets:
The Mages' Guild has reported that the dark rites of necromancy have left
their foul stain in Sigil. Apparently a sorcerer's apprentice was kidnapped
and imprisoned in a magical cage. Implicated in this conspiracy is a member
of the Dark Brotherhood. I'm at something of a loss regarding the
ramifications of the Dark Brotherhood and the Necromancers joining forces,
but I'm positive this forebodes ill for Sigil. I am dispatching you to meet
with my trusty spy, Garan, who witnessed the whole affair. Next journey to
A Magical Cage and search for evidence. If possible rescue the poor
apprentice sorcerer and punish the necromancer. Please take care of
yourself, as this realm needs your continued service to deal with such
matters in future!
