This is a small outpost of guards that protects the western edge of the
town of Xaventry.  Also, since this place lies in the middle of the
residential area of Dira followers, it serves as a small police force. 
There are bunked beds here and tables where the guards have their meals. 
Other than that, there isn't much else to see here.
