This is a stairwell that leads up into the attic of the Town Hall.  There
is a door at the top of the stairwell to prevent people from going up there.
Apparently, a lot of the town's tax files, crime records, and other assorted
material pertaining to governing is located up there.  You would do best in
not disturbing it, under penalty of the law.
