The Decara guard barracks is the largest above-ground building in town. 
Each room is about the size of the average building elsewhere in the city,
and every inch of space is being used up.  This room is constantly busy,
with guards passing through and concerned citizens visiting to ask
questions.  The door to the barracks is to the south, and to the north is a
hallway.
