Treasure Bay is full of history and mystery.  The legends say that
somewhere beneath the depths lies a very powerful monster that guards a
treasure of dreams.  The waves in the bay are gentle but steady.  A slight
breeze blows over the waves.  The bay stretches off to the north, west, and
east, while the shore touches a city street to the north.
