Of the four archers' towers in New Kolvir, this is the most fortified and
this has the most archers on duty.  To each side, a flag bearing the emblem
of New Kolvir flaps angrily as the frosty wind billows past.  The traffic
here is even less than at the other towers because most citizens avoid
coming here for fear of obstructing the archers' work.  The citizens are not
afraid of war and would most likely join in a battle with the ogres, but
they understand that archers are more effective and that it would be
foolhardy to restrict their movement.  
     An old, but sturdy, oaken ladder leads up to the tower.
