This tower is packed with soldiers, each of them orderly lined up and
grouped together with their crew awaiting orders.  A path has been cleared
from the streets to the tower to allow traffic to move.  You notice serious
looks on each of the soldier's faces as they stand guard.  Above them a flag
bearing the emblem of New Kolvir flies boldly as the winds blow past it.  A
thin layer of ice has begun to form on the walls of the tower.  
     An old, but sturdy, oaken ladder leads up to the tower.
