The New Kolvir gardens are the nobility's attempt to bring some beauty
back into the bleak and often impoverished daily world of city life.  While
the soil is fertile with the piles of manure spread through it, for whatever
reason very little seems able to grow.  The mushy ground is filled with
carefully planted seeds, but there's not a sprout in sight.  A few scattered
leaves and broken branches are the only evidence of flora of any kind, and
even so, they're just the dead remnants of it.
