This shop is very old and decrepit, showing almost no signs of life as
mistake it for a deserted chamber if not for the crooked sign before the
entrance.  Despite the shop's condition, the room is indeed lit, which
beckons stray adventurers of all types into the dwelling with hopes of
finding shelter from the maze passages.  Behind the stone counter a tiny
shopkeeper sits in a low chair, almost out of sight from first glance. 
Perhaps you have to take action first and wake him up?
