This dark area of the constabulary is often used for interrogating
suspects.  Although the official policy of New Rigel is to treat criminals
fairly, it is rumored that the guards sometimes use strong-arm tactics to
force a confession.  Just being alone and surrounded by police in the back
of the station is probably enough to make most guilty criminals break down.
