Walking into the registration office, you notice a long line already
formed.  Many people are mumbling to themselves about the poor quality of
service, thinking it too slow.  A lone attendent sits behind a counter at
the back, struggling to keep up with her job.  Unfortunately, this is where
you must go to register to vote, pay your taxes, sign up for jury duty, or
pay those nasty parking fines for leaving your horse tied up all night in a
no horse parking area.  Back towards the south is the hallway.  
The court registrar waits on customers seemingly all day.
'Please don't hold up the line Numi, I am very busy!' the court registrar exclaims to you.
