The downside to a city that attracts so many visitors is of course a
large population of thieves and for that reason, the local jail is one of
the largest buildings in New Rigel.  The halls between the cells are wide so
that the guards can stay out of reach of the inmates who won't hesitate to
pick anyone's pockets, even those who imprison them.
