Long Desc: A prisoner of the city is chained to the wall here.

A prisoner of the city of Templeton is shackled up to the wall here.  He
is a drow who was convicted of smuggling and is sentenced to life in the
dungeon of the castle.  He is a shaggy character who is not very clean and
has a very glum look to him.
He is a drow approximately 4'9" tall.
