NPC: A rogue prisoner
Long Desc: A prisoner of the city is chained to the wall here.

This prisoner is much unlike the others in the dungeon.  He seems to be a
member of some crime syndicate.  He wears the symbol of a thief's guild and
seems to be in better shape.  He is wearing the standard issue clothing of
all prisoners of the dungeon.
He is a human approximately 5'9" tall.
