Federal Judge Powers is a large an intimidating man.  He is in his
sixties and is going bald.  His white hair highlights his skull and his
facial features are showing the signs of age.  He wears the normal black
robes of all judges, but he has a brilliant purple collar on his robe that
denotes him as a federal judge.
